Second Day #NIC2018 #EmpoweringCommunities in Davao City (Plenary Session 3 and 5)

Enriching yourself by attending seminars and/or conventions can help improve the quality of ones personal and work life experience. There are many ways to enrich oneself but one interesting way is through attending conventions. I am grateful to be part of #NIC2018 #EmpoweringCommunities, events like this where topic is more explored and you leave learning something new.



This is the second day of the three(3) day convention held here in Davao City. For me, it is essentially mandatory to attend this event not just to meet new friends or for fun but to learn new information that is more enriching. Go with an open and receptive mind in order to build upon it.

 

Day 2: 20 February 2018, Tuesday

In the 2nd day of #NIC2018, it is the continuation of the Plenary Session 3 about Raising the Bar of Governance.

A keynote message of President Rodrigo Roa Duterte was delivered by Sec. Jose Ruperto Martin Andanar, PCOO.

Excerpts from PRRD message:

"Words are the most effective instruments we can use to confront the fractured world we inherited. There are truths and certainties we must speak of, in order to elicit respect for the law, honor for authority, a sense of discipline, decency, and pride in being a Filipino who is capable of defending our community when it is under siege the way Mamasapano, Marawi, even Malacanang, or any other territory, when attacked, and how we are willing to risk our lives, to protect loved ones, our family, and, when needed, the ultimate defense of our country."

As Information Officers, therefore, your words should approximate these truths. And this,I believe, is intent of this convention: the re-creation of communication.
Let us leave the ugly stories of those who scatter hatred, anger, divisiveness, with the cruelty of their lies and the wounds they cause with their poisoned pens. We must gather the goodness that is inherent in our hearts, and turn this into the advancement of understanding, harmony, unity and peace. I myself have shown our people, how I offered both my hands to the Filipino rebels, with the hope of bringing them back under our flag. But they would rather
hold the gun, instead of a hand for peace.

Improving Techniques by practicing what we have learned and add them to what we know. The end result is a more effective and efficient version if we only deliver the FACTS precisely.


Let us wage war against DISINFORMATION, MISINFORMATION, AND FAKE NEWS!

SESSION 3:
RAISING THE BAR OF GOVERNANCE



Topic: Governance and Social Security: Kontribusyong Sulit na Sulit  

The increase of SSS contribution rate of 14%  will help compensate for the impact of the last year's pension increase on the fund life. The higher contribution rate will allow SSS to extend the fund life to 2044 from the current 2032, which is more eveb better than the prevailing fund life of until 2042.









Topic: Knowledge Management


I am a Marketing major and I will add my own understanding about this topic here.

During the convention the speaker, Mr. Talisayon, define KM or Knowledge Management as a helping tool to have a good organization. That if you have the right knowledge of the said product, you also have right people to do the job.

For me, understanding KM is like having a better productivity with more innovation. It's like making a new product, you need to have a product plan first, but of course you should know what product you are making. Plus adding the modern way of technologies to innovate your product in order to have better results.

KM to increase staff profitability. KM for enhancing Quality and Innovation.

You must do it not only by watching and observing but also applying it to your organization.

PROMOTING RESPONSIBLE DIGITAL CITIZENSHIP

 

Topic: Empowering Government Communicators

The most impressive source speaker I have encountered. Mr. Beltran send a great impact to all #NIC2018 participants.

We've learned so many things, his expertise in particular field is really significant on what is going on in social media world.

 
  •  EDUCATE YOURSELF TO KNOW FAKE NEWS
  • DO NOT ENGAGE, USE, OR PROMOTE IT
  • BURY IT WITH FACTS OR EXPOSE IT IF NEEDED
  • MOCKERY AND IGNORING IT – HURTS
  • FAKE NEWS IS NEVER JUSTIFIED

The SECRET to have a good relationship with your FOLLOWERS, CONSTITUENTS, MEMBERS, FAMILY & FRIENDS is to have TRUST.

Have a POSITIVE MIND. ENGAGE MORE. But how? Strategically -- Be Engage... MAKE IT YOUR PROBLEM! If you can't be bothered, live with the bother and rise above your level of poverty.

Make a COLLABORATION. Link yourselves to others and make sure at end you know how to manage your expectations.


Topic: Empowering Communities Through Media and Information Literacy





The speaker show us this picture and ask the participants what is in the picture? Though she received so many answers, but none of them are correct. Why? Because all of the answers are all the thoughts of the participants on what they have seen in the photo - the killing of the deer. We must not react on what we see or read in FACEBOOK, TWITTER, ..we must verify it first!

Here, Ms. Pernia imply to us on how to deliver INFORMATION. That we should have the facts and data first in order to convey any medium of information. That data must be verified and accurate. If the data you show or written can lead to an increase in understanding or decrease in uncertainty.



 

PLENARY SESSION 5:
DEVELOPING A DYNAMIC DEVELOPMENT COMMUNICATION STRATEGY

 

Topic: Grassroots Communication


Honestly, this is my first time to encounter the other meaning of GRASSROOTS, as far as I know grassroots is a root itself from a grass (literally speaking). Well, GRASSROOTS means common or ordinary people, the rank in file (organization) and agricultural and rural areas or the farmers/fisherman.

Duterte Administration is clearly focusing to the people who really need on-hand information and with GRASSROOTS MOVEMENT they will use the people in a given district as basis for a political or economic movement in disseminating information.

HOW? Communicating with the general public. Raise public
Awareness on issues. Influence public perception; regulations; public policy. Using the right MEDIA that can maintain or help build LINKAGES --- Cooperate, Coordinate, Collaborate, Commit, Communicate and lastly GATHER FEEDBACK.


Topic: Community Broadcasting

In this topic, the speaker shows us three videos about MARAWI, DENGVAXIA and the death of OFW Joanna Demafelis.

Community Broadcasting is very important because they form an important rule as media, alongside commercial and public broadcasters, and are crucial part of healthy, pluralistic media sector. The key point is to have a clear understanding of what is covered by the term 'community broadcaster'.

With the video showed to us each depict the Philippine factual situation regarding Terrorism, Health and the life of our Overseas Filipino Worker.

It is widely recognized that having access to relevant information, and the means to voice out one's needs and concerns, linked with real opportunities to participate in relevant decision-making process, just like what Duterte's Administration is doing, ensuring that no one gets left behind.

Topic: Community Mobilization 

Same with the Grassroots Communication it talks about COMMUNITY - but this time it focuses the BARANGAYS.

Community Mobilization  is a process whereby a group of people become aware of shared concern or common need and decide to take mobilization in order to create shared benefits. A continual and cumulative process that involves communication, education and organization which together lead to empowerment and development.

Risk Communication: Engaging People in Public Emergencies

We usually rely on our social media networks in grasping first hand information (NEWS). Most of us spend our time in FACEBOOK or in TWITTER. This is in contrast to traditional media which operates under a monologic transmission such as newspapers, or a radio station.

Why people now choose SOCIAL MEDIA?  According to the survey in social media like FACEBOOK and TWITTER the information is more updated in real-time via news feed or streaming.


But there is a BIG RISKS in doing this, some are misleading and are not TRUE!







Here in the Philippines, people are already using digital technologies in getting information.



Four Ways People Process INFORMATION DURING A CRISIS:
  1. We simplify messages.
  2. We hold on to current beliefs.
  3. We look for additional information and opinions.
  4. We believe the first message

COMMUNICATION IN A CRISIS IS DIFFERENT:

In a crisis, all affected people:
  1. Take in information differently
  2. Process information differently
  3. Act on information differently
The public perceives the success of the operation response by the amount and speed of relevant information they receive.

The public wants to accomplish five (5) things:
  1. Get facts needed to protect them, their families and properties
  2. Make well-informed decisions
  3. Have an active, participatory roles
  4. Act as a watch-guard over resources
  5. Recover or preserve well-being and normalcy
