Apo Agua Statement on the Pipeline Incident

We regret to confirm the untimely demise of our Contractor's employee as a result of an incident on the job site on April 21, 2023.




WITCO Construction & Development Corporation, one of the Davao City Bulk Water Supply Project's contractors, informed us that four (4) employees conducting internal cleaning inside a pipeline in Barangay Buhangin Proper had difficulty breathing.

Davao City 911 and the Barangay Buhangin Proper Community Emergency Response Team were immediately dispatched for rescue and extracted three (3) employees from the pipeline immediately; their condition is now stable.

The remaining worker was subsequently rescued by a rescue team and transported to the Southern Philippines Medical Centre, where he was sadly pronounced dead due to suffocation.

As a company that takes workplace safety very seriously, we are cooperating with authorities to investigate the incident further. In this challenging time, we extend our heartfelt condolences and prayers to the family and loved ones of the deceased.


About the Davao City Bulk Water Supply Project (DCBWSP)

The Davao City Bulk Water Supply Project of the Davao City Water District (DCWD) is one of the country's largest bulk water supply infrastructure projects that will shift Davao City's reliance from groundwater wells as its primary water source to the more sustainably sourced surface water from the Tamugan River.

The DCBWSP consists of two parts: Apo Agua Infraestructura Inc. (Apo Agua) is in charge of Part A, which includes the construction of Raw Water Intake facilities, Water Treatment Plant, and Treated Water Pipelines; the DCWD is in charge of Part B, which includes the tapping and interconnection of pipes, the installation of reservoirs, and the laying of distribution lines. Distribution of water to consumers will remain the sole responsibility of DCWD.
