    The last day of the three-day National Information Convention. This is usually the most exciting day of conventions because it is the day that all of the participants will take ought and accepts the challenge in delivering correct information to the communities.


    For those attending, this is the day when all of the learning and knowledge takes place. The theme of Wednesday is "CIVIC ENGAGEMENT & NATION BUILDING". Starting the session is an inspirational message from DFA Secretary Allan Peter S. Cayetano speaking about how information essential to our daily activities, a unity message seems appropriate.

    PLENARY SESSION 6:
    CIVIC ENGAGEMENT AND NATION-BUILDING

    Topic: Civic Engagement and Nation Building


    Being Filipino is not how long you've stayed here in the Philippines, its in the heart!

    A Filipino-American businessman Anthony V. Olaes shares his appreciation towards Filipino people. He is also committed to help our country. Olaes  is the Chief Executive Officer of Olaes Design & Marketing of BAYANI (Furniture; wind chimes; key fobs not of metal; non-metal tool boxes), I AM A FILIPINO (Clothing apparel, namely, shirts, sweatshirts, jackets, swimwear, shorts, pants, bandannas, banners, flags; footwear...), and WE ARE ONE FILIPINO (Clothing apparel, namely, flags, bandannas, shirts, sweatshirts and jackets; footwear, namely, shoes and slippers; headwear…).

    Fil-Am friends of Mr. Olaes helping him with his dream in NATION BUILDING.

    Topic: Digital Media for Social Mobilization

    Digital in the Philippines today compared to the rest of the world is almost the same, but how active are Filipinos online and what channels are Filipinos active in is different from the rest.

    Given the data below on digital penetration, with many Filipinos online, we have more reason to dedicate our resources to digital. Filipinos spend the most time on social media, even if their using FREE DATA or not - the increase of usage is growing at an unprecedented rate. 

     

    Most Filipinos use social media because (1) TO CONNECT (2) TO BE ENTERTAINED and (3) TO BE INFORMED

    E ngagement Hooks & Strategies - Filipinos like to be entertained, while being informed.

    T hemed Approach - In Marketing speak -- ‘themed’ or thematic approach means that we not only look at one-off executions, but integrating various channels (online / offline) to campaigns.


    M anage and Respond - Social and Mobilization is a two way street -- don’t expect to engage anyone if you’re just there to post.


    A ctivate Community - Opinion leaders abound not just in the national level but even in your own areas.


    L isten & Seek the Community - Often times, constituents won’t even tag, or post on your page -- be proactive and look for them.


    Undergo Regular Reviews - All these efforts that we put into mobilizing and engaging our constituents would not be useful if we do not measure IMPACT.



    Topic: Introduction to the Government Information Centers and Information Volunteers Network


    A very empowering message thrown to us by the PIA Director-General Harold Clavite, as to how we use social media with etiquette.  There is no doubt about it-social networking or social media is all the buzz!

     People are connecting with, listening to, following and collaborating, making a link with each other online at an amazing rate.

    The most popular social networking sites are Facebook, Twitter, Instagram and Google+. Each one of those sites is uniquely positioned and serves a particular purpose.

    Though some people are using it to connect with relatives and friends that we haven't seen for a long time or they are already living outside the Philippines. Some use for personal reasons, like sharing their recipes, their ideas to stay up to date like the#OOTD #DIY, etc...or stalk their exes, friends or family. Business people are using social networking sites to build their careers, promote their business and grow their reputations.

    In everything we do from here regarding social media, do not forget the Social Media Etiquette.

     
    Never post when you've overly-tired, jet lagged, intoxicated, angry or upset. It's not a journal that you have to put all your activities in the social media. Keep something private. Don't over expose.

    If you post like food or beauty products, minimize it! There is another platform that you can post - BLOG it.


    The challenge and opportunity to disseminate information to every Filipino must be TIMELY, ACCURATE, RELEVANT and TRUTHFUL.


    Topic:  Communicating Advocacy Through Film

    Film is a powerful medium that moves people, it creates impact for social, moral and cultural change. It is a medium of transformation.

    Before being an advocate, film maker usually identify their sense of purpose, knowing the mission and vision, embracing the passion and to have that SPARK in order to be motivated and continue the journey on what topic of a story they will put into a movie.

    In film it has the power to project light on an issue, move people to debate, convey a story that everyone can relate and make a chronicle history.

    It is not more on entertaining audience but help uplift, educate, enlighten, and engage by touching the hearts of the viewers.   



    Enriching yourself by attending seminars and/or conventions can help improve the quality of ones personal and work life experience. There are many ways to enrich oneself but one interesting way is through attending conventions. I am grateful to be part of #NIC2018 #EmpoweringCommunities, events like this where topic is more explored and you leave learning something new.



    This is the second day of the three(3) day convention held here in Davao City. For me, it is essentially mandatory to attend this event not just to meet new friends or for fun but to learn new information that is more enriching. Go with an open and receptive mind in order to build upon it.

     

    Day 2: 20 February 2018, Tuesday

    In the 2nd day of #NIC2018, it is the continuation of the Plenary Session 3 about Raising the Bar of Governance.

    A keynote message of President Rodrigo Roa Duterte was delivered by Sec. Jose Ruperto Martin Andanar, PCOO.

    Excerpts from PRRD message:

    "Words are the most effective instruments we can use to confront the fractured world we inherited. There are truths and certainties we must speak of, in order to elicit respect for the law, honor for authority, a sense of discipline, decency, and pride in being a Filipino who is capable of defending our community when it is under siege the way Mamasapano, Marawi, even Malacanang, or any other territory, when attacked, and how we are willing to risk our lives, to protect loved ones, our family, and, when needed, the ultimate defense of our country."

    As Information Officers, therefore, your words should approximate these truths. And this,I believe, is intent of this convention: the re-creation of communication.
    Let us leave the ugly stories of those who scatter hatred, anger, divisiveness, with the cruelty of their lies and the wounds they cause with their poisoned pens. We must gather the goodness that is inherent in our hearts, and turn this into the advancement of understanding, harmony, unity and peace. I myself have shown our people, how I offered both my hands to the Filipino rebels, with the hope of bringing them back under our flag. But they would rather
    hold the gun, instead of a hand for peace.

    Improving Techniques by practicing what we have learned and add them to what we know. The end result is a more effective and efficient version if we only deliver the FACTS precisely.


    Let us wage war against DISINFORMATION, MISINFORMATION, AND FAKE NEWS!

    SESSION 3:
    RAISING THE BAR OF GOVERNANCE



    Topic: Governance and Social Security: Kontribusyong Sulit na Sulit  

    The increase of SSS contribution rate of 14%  will help compensate for the impact of the last year's pension increase on the fund life. The higher contribution rate will allow SSS to extend the fund life to 2044 from the current 2032, which is more eveb better than the prevailing fund life of until 2042.









    Topic: Knowledge Management


    I am a Marketing major and I will add my own understanding about this topic here.

    During the convention the speaker, Mr. Talisayon, define KM or Knowledge Management as a helping tool to have a good organization. That if you have the right knowledge of the said product, you also have right people to do the job.

    For me, understanding KM is like having a better productivity with more innovation. It's like making a new product, you need to have a product plan first, but of course you should know what product you are making. Plus adding the modern way of technologies to innovate your product in order to have better results.

    KM to increase staff profitability. KM for enhancing Quality and Innovation.

    You must do it not only by watching and observing but also applying it to your organization.

    PROMOTING RESPONSIBLE DIGITAL CITIZENSHIP

     

    Topic: Empowering Government Communicators

    The most impressive source speaker I have encountered. Mr. Beltran send a great impact to all #NIC2018 participants.

    We've learned so many things, his expertise in particular field is really significant on what is going on in social media world.

     
    •  EDUCATE YOURSELF TO KNOW FAKE NEWS
    • DO NOT ENGAGE, USE, OR PROMOTE IT
    • BURY IT WITH FACTS OR EXPOSE IT IF NEEDED
    • MOCKERY AND IGNORING IT – HURTS
    • FAKE NEWS IS NEVER JUSTIFIED

    The SECRET to have a good relationship with your FOLLOWERS, CONSTITUENTS, MEMBERS, FAMILY & FRIENDS is to have TRUST.

    Have a POSITIVE MIND. ENGAGE MORE. But how? Strategically -- Be Engage... MAKE IT YOUR PROBLEM! If you can't be bothered, live with the bother and rise above your level of poverty.

    Make a COLLABORATION. Link yourselves to others and make sure at end you know how to manage your expectations.


    Topic: Empowering Communities Through Media and Information Literacy





    The speaker show us this picture and ask the participants what is in the picture? Though she received so many answers, but none of them are correct. Why? Because all of the answers are all the thoughts of the participants on what they have seen in the photo - the killing of the deer. We must not react on what we see or read in FACEBOOK, TWITTER, ..we must verify it first!

    Here, Ms. Pernia imply to us on how to deliver INFORMATION. That we should have the facts and data first in order to convey any medium of information. That data must be verified and accurate. If the data you show or written can lead to an increase in understanding or decrease in uncertainty.



     

    PLENARY SESSION 5:
    DEVELOPING A DYNAMIC DEVELOPMENT COMMUNICATION STRATEGY

     

    Topic: Grassroots Communication


    Honestly, this is my first time to encounter the other meaning of GRASSROOTS, as far as I know grassroots is a root itself from a grass (literally speaking). Well, GRASSROOTS means common or ordinary people, the rank in file (organization) and agricultural and rural areas or the farmers/fisherman.

    Duterte Administration is clearly focusing to the people who really need on-hand information and with GRASSROOTS MOVEMENT they will use the people in a given district as basis for a political or economic movement in disseminating information.

    HOW? Communicating with the general public. Raise public
    Awareness on issues. Influence public perception; regulations; public policy. Using the right MEDIA that can maintain or help build LINKAGES --- Cooperate, Coordinate, Collaborate, Commit, Communicate and lastly GATHER FEEDBACK.


    Topic: Community Broadcasting

    In this topic, the speaker shows us three videos about MARAWI, DENGVAXIA and the death of OFW Joanna Demafelis.

    Community Broadcasting is very important because they form an important rule as media, alongside commercial and public broadcasters, and are crucial part of healthy, pluralistic media sector. The key point is to have a clear understanding of what is covered by the term 'community broadcaster'.

    With the video showed to us each depict the Philippine factual situation regarding Terrorism, Health and the life of our Overseas Filipino Worker.

    It is widely recognized that having access to relevant information, and the means to voice out one's needs and concerns, linked with real opportunities to participate in relevant decision-making process, just like what Duterte's Administration is doing, ensuring that no one gets left behind.

    Topic: Community Mobilization 

    Same with the Grassroots Communication it talks about COMMUNITY - but this time it focuses the BARANGAYS.

    Community Mobilization  is a process whereby a group of people become aware of shared concern or common need and decide to take mobilization in order to create shared benefits. A continual and cumulative process that involves communication, education and organization which together lead to empowerment and development.

    Risk Communication: Engaging People in Public Emergencies

    We usually rely on our social media networks in grasping first hand information (NEWS). Most of us spend our time in FACEBOOK or in TWITTER. This is in contrast to traditional media which operates under a monologic transmission such as newspapers, or a radio station.

    Why people now choose SOCIAL MEDIA?  According to the survey in social media like FACEBOOK and TWITTER the information is more updated in real-time via news feed or streaming.


    But there is a BIG RISKS in doing this, some are misleading and are not TRUE!







    Here in the Philippines, people are already using digital technologies in getting information.



    Four Ways People Process INFORMATION DURING A CRISIS:
    1. We simplify messages.
    2. We hold on to current beliefs.
    3. We look for additional information and opinions.
    4. We believe the first message

    COMMUNICATION IN A CRISIS IS DIFFERENT:

    In a crisis, all affected people:
    1. Take in information differently
    2. Process information differently
    3. Act on information differently
    The public perceives the success of the operation response by the amount and speed of relevant information they receive.

    The public wants to accomplish five (5) things:
    1. Get facts needed to protect them, their families and properties
    2. Make well-informed decisions
    3. Have an active, participatory roles
    4. Act as a watch-guard over resources
    5. Recover or preserve well-being and normalcy

    PLENARY SESSION 2:
    FOSTERING A SAFE AND HEALTHY MEDIA ENVIRONMENT

     

    Topic: REHABINASYON

    UPDATE ON THE ANTI-DRUG ENFORCEMENT EFFORTS

     

    The Drug Problem in the Philippines

     

    Illegal drug use was a significant problem in the Philippines due to corruption and poor law enforcement. Drug addiction appears to be on the rise in the Philippines, there are believed to be as many as 24,137 or 57.42% in barangays that are drug affected.

     

     

    Most Commonly Abused Drugs in the Philippines  

    Emergence of 17 New Drugs

    • New Psychoactive Substances
    (Synthetic Cathinone, αPVP, synthetic
    cannabinoid, Salvia Divinorum, BZP,
    Ketamine, Tramadol)
    • Date Rape Drugs (GHB, GBL, Alcohol)
    • Recreational Drugs (MDMA, Green
    Amore, Green Apple, Fly High)
    • Other emerging drugs (WariActiv,
    Talampunay)

    There's an urgent need to educate young people as to how dangers of drug use, and there is also a great need to help those who are already addicted to escape their misery. With proper dissemination of information to the Filipino communities we can STOP illegal drug to rise.

    With Duterte Administration, drug problem is properly integrated with a system of planning, implementation and enforcement through activities in every province, city, municipality, and barangays with the active and direct participation of PDEA and ICAD.

    • 2,610.37 kilos of shabu worth Php13.41 billion
    • 1,288 kilos of marijuana worth Php153.03 million
    • 124.29 kilos of cocaine worth Php539.24 million
    • 12,710 pieces of ecstasy tablets worth Php16.15 million

    PDEA Operational Trust for 2018

    1. Cut the supplies of illegal drugs coming from international syndicates by shutting down sea and air entrances/ports.

    a. MOA Signing with Maritime Industry Authority (MARINA) to deputize PDEA to inspect maritime vessels both domestic and international and inspect public and private ports nationwide.

    b. MOA Signing with Philippine Air Force, Philippine Navy,
    Philippine Coast Guard and Bureau of Fisheries and Aquatic
    Resources.

    c. Establishment of offices in Philippine Ports Authority 13 key seaports.

    d. Recruitment of additional Drug Enforcement Officers
    (DEOs) to be deployed in Provincial Offices, seaport and
    airports.

    e. Procurement of Logistical Requirements

    f. Procurement of 100 Narcotic Detection Dogs (NDDs) or
    K9 to be deployed in the country’s major seaports and airports.


    g. Conduct regular training's for PDEA Agents, K9 handlers
    and Narcotic Detection Dogs (NDDs) for detection of
    additional New Psychoactive Substances.

    h. Rehabilitation and improvement of K9 facilities

    i. Facilitate training's of PDEA Agents in manning x-ray
    machines of different local and international couriers’
    cargoes

    j. Facilitate training of employees of courier delivery
    services in determining illegal drugs such as ecstasy


    2. Sustain the momentum of our operations by preventing the resurgence of illegal drugs in the country and prioritizing the arrest of High-Value Targets.

    3. Strengthen Financial Investigation

    4. Ensure Transparency and Legitimacy of the Conduct of Anti-Drug Operations

    5. Strengthen Cooperation with International Counterparts

    6. Launching of BALAY SILANGAN and Implementation of Gawad Sagisag ng Tagumpay

    7. Active Conduct of Advocacy Campaign

    Let us unite and help one another to FIGHT Drug Problem here in our country.

    There's a treatment for Drug Addiction in the Philippines under Duterte's Administration and this is with #REHABINASYON. A support group that will help people to rehabilitate themselves and escape their drug addictions.

    It's more becoming more common for Filipinos to go abroad to seek the most effective treatment for addictions especially for those who can afford it, but how about the less marginalize people, people who are much affected in drug problems?

     

    REHABINASYON is the Philippine government's all-encompassing campaign against illegal drugs -- from enforcement, justice, rehabilitation and reintegration and advocacy. This is not just to focused on stopping the drug use but also on building a life worth living.

     

    Topic: MEDIA SECURITY

     

    The Duterte Administration recognizes MEDIA'S vital role for sustained developmental communications towards continued economic development and social progress.

     

    Aside from the socio-economic reforms, MEDIA is also an indispensable vehicle for furthering information on other pressing issues such as: POVERTY, NATIONALISM, CRIME PREVENTION, ANTI-CORRUPTION, WAR on DRUGS, and FEDERALISM among others.

     

     

    Since its creation the Reports Without Borders (RSF) report has downgraded the Philippines, from "most dangerous in the World", a tag we inherited from the past administration to "most dangerous in Asia".

    RSF's World Press Freedom Index showed that the Philippines jumped from 138 in 127 in 2017.

    Committee To Protect Journalist (CPJ) 10th Annual Global Impunity Index - we improved from the 4th to 5th place.
     
    Red-Flagged several government officials, military and police
    officers who have threatened media workers.

    All murder cases involving journalists since the PTFoMS was
    created have been classified as “SOLVED”.

    While RSF claim that four (4) journalists died in 2017 is true, not all of them were killed in the line of duty. Most were slain for reasons not related to their profession as journalists- politics or personal grudges while one was a victim of robbery-homicide. We reiterate, however, that all these cases-- whether work-related or not-- were SOLVED!

    Looking Forward:

    -VISION 2020 Action Plan - a detailed Program formulated
    through a Focus Group Discussion participated in by the
    Presidential Task Force on Media Security, Member-Agencies and Media Observers/Resource Persons. (Jan 24, 2018)

    This is in line with International Media Support’s (IMS) Five Principles for Developing and Implementing a National Safety Response: Strategy, Presence, Collaboration, Influence, and Sustainability.

    Under Vision 2020

    - Dirty Politics mixed with
    - Corruption and
    - Need to promote the highest ethical standards and
    professionalism among media workers.

    * The Task Force fosters partnerships with UNESCO, AIJC, UNIO, local media groups and other stakeholders to promote the highest ethical standards and professionalism among Media Workers.

    Vision 2020 Action Plan

    Objective: All cases should be solved ideally, by 2018, but may extend up to year 2020. With all these safety mechanisms effectively in place, there is no reason for us to remain on the danger list. In fact, we are the only country in the world with a clear positive response to the global clamor to protect media workers.

    The Philippines is currently no. 5 in the CPJ Global Impunity Index and we should be out by 2020, but this may be doable by 2018 or 2019. The TF will provide the data for CPJ, RSF and other international watchdogs through official diplomatic channels. Our data are factual, substantiated, backed-up by evidence and properly contextualized. We don’t rely on news reports!

    PTFoMS PROTOCOLS

    - a Technical Working Group (TWG) meeting with the Member-Agencies, Media Observers and Resource Persons created the PTFoMS Protocols, which are sets of specific timelines and action plans designed to institutionalize the best practices in global media security for adoption into our own unique media environment.

    -Copies of these protocols will be printed and distributed
    nationwide.

    With all these programs, the addition of personnel, the budgetary as well as the invaluable support from the dedicated public servants of the Office of the President, our media partners as well as other stakeholders and most importantly, the general public– and as we work together and help each other as a single formidable unit, there is no way we cannot achieve our vision of making the Philippines freer, safer and a much better place for both foreign and local journalists.

    Topic: Knowing and Understanding the Media

    What people in government think of the media? What reporters tell about people in government? A question ask by Mr. Alamar, a DZMM reporter during the convention.
        
    Wherever part of the world you may be, never before have been so many different ways in which media is used. An ever increasing amount of NEWS and information can be search on websites or through social media channels, as well as the more traditional and established types of media such as radio, television and newspapers. With so much information available, it makes it even more important and challenging for us to use MEDIA to get messages across the audience you want to reach.

    MEDIA engagement provide platform and opportunity to raise the profile of the work your organization does. Try to take advantage of the coverage that the news media can offer. The credibility your engagement can bring also to help your organization to be seen as the voice of authority, that is why always remember the 5W and H.


    Providing authoritative, detailed and consistent information will help your organization protect and build strong reputation.

    In media you have to GAIN UNDERSTANDING of the ISSUES, Collect the relevant facts, Obtain quotes from reputable sources, and be balance in delivering your NEWS.

    RAISING THE BAR OF GOVERNANCE

     

    Topic: Freedom of Information: The Power of an Open Government for Development

     

    Every Filipino shall and have access to INFORMATION, OFFICIAL RECORDS, and PUBLIC RECORDS.




    A place wherein files are recorded, stored or kept in or under the control and custody of any government office pursuant to law, executive order and rules and regulations or in connection with performance or transaction of official business by any government office.


    Executive Order No. 2 on the Freedom of Information opens the Executive Branch, along with the participating agencies, to the people. It makes the government as transparent as ever.
    FOI operationalizes in the Executive Branch the people’s constitutional right to information and state policies to full public disclosure and transparency in public service.
    To continue the dream of Duterte's Administration to be transparent of his work with no corruption!
